Department for Transport - Section 31 Grant, Emergency Fund Winter Damage 2011/12
As part of the Spring 2011 budget, the government announced that additional grant funding was to be made available to local authorities to assist in the repair of damage caused to the road network by the severe winter weather during 2010 / 11. A condition of this grant is the publication of a brief public statement, made available on the Council's website and copied to the Department for Transport, of how the funding was spent.
Hackney was awarded £130,071 for this purpose which was received early in this financial year. The planned spend from the Council's own revenue budget on reactive maintenance for carriageway works in the financial year 2011/2012 is £410,000 and this DfT Section 31 grant represents approximately thirty percent additional funding to complement the current budget.
How the funding was spent
Hackney responded speedily and properly to the severe winter weather of 2010 / 11 through its Streetscene and Waste Operations Services to keep the borough's main roads clear of snow and ice. However, the weather left a legacy of potholes and other highway defects across the road network.
These were identified by our on-going process of regular highway inspections and programmed for repair by our term maintenance contractor. In all, some 746 defect sites across the borough were identified as resulting from, or worsened by, the 2010/2011 winter. The Council was able to remedy these defects during the summer months and overall completion was achieved by the end of August 2011.
