LDF - Core Strategy: Previous Stages
1. Post Examination
A revised version of the Core Strategy and proposals map incorporating the changes arising from the Inspector's binding report are being recommended to Cabinet and Council on 22 and 24 November respectively for adoption under Section 34 of the Planning and Compulsory Purchase Act 2004.

The Core Strategy was examined by independent Planning Inspector in July 2010, and his binding report was received on 27 September 2010. The Inspector concluded that the Core Strategy is sound provided that it is changed in the ways that are specified in his report. All the changes were proposed by the Council at the Examination in Public, many in consultation with representors.

3. Proposed Pre-examination Changes
The Council received a large number of representations in response to the publication of the LDF Core Strategy Proposed Submission Draft in June-August 2009. All representations were analysed and considered alongside our policy aspirations. To ensure the Examination in Public of the Core Strategy (to be programmed from May onwards) focuses on fundamental points about our policy direction we aimed to address as many non-contentious responses as possible in advance of submission to the Planning Inspector.
The responses received fell into two broad categories:
| A. | Fundamental points that sought a change in policy or we believed were already addressed by the overall planning policy framework. |
| B. | Non-contentious points that required a clarification of our policy intent, a correction or improved referencing. |
Category A
Representations that made fundamental points about our policy direction need to be considered in detail at the Examination in Public. These representations will be addressed alongside any other issues the Planning Inspector identifies as requiring detailed consideration.
Individuals and organisation that requested they appear at the Examination in Public will get that opportunity. These arrangements will be overseen by the independent Planning Inspector.
Category B
We addressed as many representations as possible through amendments to the Core Strategy as long as they simply clarified our policy intent, corrected errors, improved referencing or updated supporting evidence. None of these amendments significantly affected the policy direction or 'soundness' of the Core Strategy. All the changes were set out in a Schedule of Proposed Changes document that was submitted alongside the Core Strategy for the Examination in Public.
Sustainability Appraisal
All the proposed changes to the Core Strategy have been subject to a Sustainability Appraisal using existing baseline data and the new evidence available since June 2009. The Pre-Submission consultation responses was also considered as part of this analysis.

Comments on Proposed Changes
The Schedule of Proposed Changes document was made available for comment so that we could try to resolve as many of the non-contentious points as possible before the Examination in Public. To avoid doubt, the Schedule only contains information about changes we proposed. As with all representations made in June-August, it will be a matter for the Inspector conducting the Public Examination to consider our proposed changes or any further comments made about them.

4. Core Strategy Proposed Submission Document
Following the consultation on the Preferred Policy Options in April 2008, the document was developed into the Core Strategy Proposed Submission Document, taking account of the comments received from a wide range of interest groups. Following consideration by Cabinet on the 22 June 2009, the Council formally approved the Core Strategy Proposed Submission Document and Proposals Map (and Schedule of Changes) on 24 June 2009 for publication. 'Representations'
The Council invited representations between 29 June and 7 August on whether we got the Core Strategy Proposed Submission Document and Proposals Map right. Representations were considered alongside the Core Strategy Development Plan Document, which in turn will be subject to an independent Examination in Public (EIP). Preparation for the EIP begins in February/March 2010, with the actual public hearings in May/June. The Inspector will investigate the legal compliance and soundness of the Core Strategy and produce a report which will be binding on the Council.
To be 'sound' a Core Strategy should be justified, effective and consistent with national policy and will be examined by an independent planning Inspector. For more information, please read the . 5. Core Strategy (Second Stage) Preferred Policy Options Consultation
The Preferred Policy Options was the second stage in the development of Hackney's Core Strategy. We took account of feedback received from the first stage, Issues and Options consultation held on January 2006 to Feburary 2006, together with the Sustainability Appraisal and Habitat Regulations Assessment Screening Report, and other evidence we have collected to inform the production of our preferred approach for the Core Strategy.
Public consultation on the Core Strategy Preferred Policy Options ran from 14 April to 2 June 2008. In that time the Council received over 800 representations covering a range of themes and issues. These ranged from comments on broad direction and aims of the document to detailed comments about individual options.
