Youth Inclusion and Support Panel (YISP)
Hackney Council's Youth Inclusion Support Panel targets young people who are at risk of social exclusion or becoming involved in anti-social and/or offending behaviour. The panel was established to ensure that children/young people (8-16 yrs) receive preventative services at an early age.
Below you will find answers to key questions about the YISP.
When is a young person eligible for YISP support?
To be eligible for YISP support, a young person must be affected by two or more of the following problems:
- Young person is involved or suspected to be involved with criminal activity or anti-social behaviour
- Young person is at risk of school exclusion
- There is multi-agency concern/knowledge about the young person (2 or more agencies)
- Young person is involved in truancy / affected by exclusion
- Young person is engaged in drug use or substance abuse
- A sibling, family member or friend is involved in offending or is known to YOT
- Young person has had a Police reprimand, final warning, ABC or ASBO or is known to be offending
- Young person is living in local authority care (looked after child)
- Young person is regularly missing from home (has gone missing twice or more)
- Young person has appeared on Social Services Child Protection Register
What happens if the young person is not eligible for YISP support?
The YISP would contact the referrer and signpost them to an alternative service that would best meet their needs.
Who refers a young person to the YISP?
Referrals to the YISP will come from mainstream services or public agencies that have concerns about the behaviour of a young person they are involved with.
Can voluntary or community groups refer a young person to the YISP?
We do not accept referrals from community or voluntary groups at present.
Can I make a self-referral?
Unfortunately we do not accept self-referrals at present but you can request that your son / daughter's school or educational placement make a referral to us.

- Complet the Interests and concerns questionnaire with a young person if appropriate.
Who does the Panel include?
The Panel is multi-agency and multi-disciplinary concerned with the well-being and behaviour of young people, including operational level representatives from
- Education
- Social Services
- CAMHS (Child & Adolescent Mental Health Service)
- Police
- Youth Service
- Housing
- Community Safety Team
