Removal policy

In Hackney, clamping is only used to immobilise and remove vehicles belonging to persistent evaders or blue badge fraudsters. In most instances we will not remove your vehicle if you are parked in an authorised parking space. However there are a number of exceptions such as:

  • Parking in a Disabled bay without a valid Blue badge or Companion badge
  • Footway Parking (dropped kerbs and pavement)
  • Parking on single or double yellow lines during set hours.
  • Where the parked vehicle is obstructing traffic
  • Persistent evaders of Parking fines
  • Long-term illegal parking in parking bays.

People who persistently incur penalty charge notices and do not pay them will continue to be clamped or removed and face additional charges.

What is a persistent evader?

We define persistent evaders as individuals with three or more PCNs, none of which are either subject to an appeal or at a stage where an appeal can be made. Under these circumstances your permit can be cancelled. Should a persistent evader continue to contravene parking restrictions, they will be issued a penalty charge notice in proportion to the contravention and the revised clamp and removal rules will not apply. Therefore persistent evaders will still be subject to be clamped and removed.

What should I do if my car has been removed?

If your car is not parked where it was left, it may have been removed. You can telephone the TRACE service on 0845 206 8602, who will advise you where the vehicle has been taken and how much the release fee is. The vehicle release fee and parking ticket must be paid before the vehicle can be released. Depending on the length of time the vehicle has been at the pound, additional storage charges may apply. You are entitled to appeal against the Penalty Charge Notice and removal of the vehicle immediately after paying for the relevant parking ticket and release fees.

If your vehicle is removed to the car pound, the release fee will be £200 plus the cost of the PCN and a £40 storage fee is added daily from the second day of storage.

What should I do if my car is clamped?

If your vehicle is clamped and subsequently removed you'll have to pay removal and storage charges along with the cost of the PCN to release the vehicle. Once payment for these charges is received, you have an immediate right of appeal against the issue of the PCN and the removal of the vehicle.
