Match Day Scheme

The implementation of the Match Day Parking Scheme is now scheduled to take place in August 2008.

Unfortunately due to matters beyond the Council’s control there has been a delay in the implementation of the scheme. Every effort has been put in place to resolve this issue and we are now in the position to proceed with the implementation of the scheme.

If you live or work in Controlled Parking Zones G, G2 and Zone M (roads west of Milton Grove) you will by now have received an updated summary booklet which explains the changes to be made and revised dates of implementation. Match Day Scheme Design

Operating hours

The Match Day Scheme will operate as an extension to your CPZ and is intended to prevent stadium visitors from parking in designated resident and business bays during Arsenal home fixtures.

To ensure that parking controls are seamless and there is no gap between the two types of restrictions, the Match Day Scheme will begin when your normal CPZ hours end. Therefore the Match Day Scheme start time will differ for each zone.

Remember the match day parking scheme will only operate when Arsenal FC is hosting a home match at the Emirates Stadium; at all other times normal operating hours will apply.

• The Match Day Scheme will end at 8:30pm on weekday matches; this was the most popular time chosen by respondents
• The Match Day Scheme will end at 4:30pm on weekend and bank holiday home matches; this was the most popular time chosen by respondents. This also mirrors Islington’s current Match Day Scheme hours

The Match Day operating hours by zone will be:

* The operational hours of the Match Day Scheme area of Zone M were frozen pending the introduction of match day controls (Zone M Review, 2006). The normal CPZ hours will now change to those of the remainder of Zone M: Monday to Friday 8:30am– 5:30pm, Saturday 8:30am–1:30pm

How will the scheme operate?

When the Match Day Scheme is in operation, the restrictions are the same as in normal CPZ hours. So, local residents and businesses will need to display a valid parking permit or voucher in their vehicle, while residential visitors can use vouchers and others will need to buy a Pay & Display ticket.

Boundary signs will be placed on every street entering the Match Day Scheme (as shown). The signs will show the normal CPZ times as well as the additional match day controls.

We will update these signs approximately three days before every match so you will know when the additional controls are due to take effect.

Pay & Display and shared use bays (permit holders and Pay & Display) will continue to operate as normal during the Match Day Scheme.

Visitor vouchers

During the recent consultation we asked for your views on the proposed suspension of visitor vouchers on match days. The majority of people (77%) were opposed to this idea.

Therefore visitor vouchers will not be suspended during Match Day Scheme hours. Residential visitors will be able to use the vouchers, or purchase a Pay & Display ticket, during the additional controls.

Parking Services will continue to monitor the use and sale of visitor vouchers to ensure that a fair service is being provided.

Please note that residential visitors will need to display visitor vouchers for the entire duration that they are parked during Match Day scheme hours.

Special events

The larger capacity at the Emirates Stadium will enable it to host non-football special events. We asked you whether you agreed to the principle of introducing additional parking controls to cover special events.

Parking Services will consider covering special events as part of the Match Day Scheme review after one year of operation.

Implementation dates

Subject to weather conditions, implementation is planned as follows:

August 2008 - start the changes to signs and post works.

Match day scheme review

We will continue to monitor parking stress during home match days. After the Scheme’s first year of operation, we will carry out a public review to ensure that it is meeting the needs of local residents and businesses. We will look at whether the hours of control remain effective and also whether the boundary remains suitable.
