Parking and Enforcement Plan (PEP)
What is a Parking and Enforcement Plan?
Hackney's Parking and Enforcement Plan (PEP) guides how parking is managed in the Borough, covering topics such as parking permits and vouchers, consultation, disabled people's parking, controlled parking zones and enforcement against inconsiderate and dangerous parking.
The PEP 2010-15 was agreed by Cabinet on Monday 13 December 2010 and published in January 2011, following consultation. To help us develop our PEP, we looked at how other councils manage similar parking issues. We also looked at the feedback we received during the lifespan of the current PEP, and the responses to the consultation held in 2010 (which is described below). The PEP 2010-15 replaces the original PEP, which covered the period 2005-10.
The key objectives of this new PEP include:
- Managing the demand for parking and prioritising according to need
- Increasing the amount of people who park correctly
- Maintaining traffic flow and road safety
- Supporting the delivery of the 2012 Olympic and Paralympic Games
- Improving local air quality and reducing carbon dioxide emissions.

We updated the PEP in August 2011 to demonstrate our progress in implementing the recommendations agreed by Cabinet and to reflect other developments since the PEP was first published. The current PEP is available below.

PEP Consultation
The consultation on the draft PEP 2010-15 ran for eight weeks (from Friday 29 January to Friday 26 March 2010, although responses were accepted for a further week). During this period residents, businesses and other key stakeholders were asked to comment on the policies in the draft PEP. A variety of methods were used in the consultation including; questionnaires, a consultation pack for key stakeholders, public meetings and road shows, local press, the Hackney website, door-knocking and market visits.
All feedback and responses to the consultation were considered and analysed by the Council, and are described in an appendix to the report (PDF) that was approved by Hackney's Cabinet in December 2010.
