Parking and Enforcement Plan (PEP)

The Council has to prioritise and balance the parking requirements of road users according to need. The PEP includes a hierarchy that gives priority to certain types of vehicles and another for road users.
The priority given to each type of vehicle, from highest to lowest, is as follows:
- emergency vehicle
- pedal cycle
- bus
- public service vehicle
- delivery vehicles/lorries and vans
- powered two-wheeler
- taxi
- shared/pool car
- cleaner/greener private car
- conventional private car
The priority given to each type of road user, from highest to lowest, is as follows:
- local disabled resident parking need
- non-local disabled parking need
- local resident parking need
- essential worker in the delivery of public service
- local business essential parking/servicing need
- short-stay shopper/visitor parking need
- long-stay shopper/visitor parking need
- long-stay commuter parking need
Consultation
The PEP was adopted after extensive consultation with residents, businesses, key stakeholders, transport operators, disability groups and the emergency services.
Some key changes were made following the consultation, including:
- A review of pay and display charges across the Borough
- Parking Forums to allow external organisations and interest groups to help the Council balance the needs of all road users in the borough
- Parking permits for electric vehicles will be given to residents and businesses free of charge
- Parking permits on vehicles showing an invalid or out-of-date tax disc are now invalid
