Supplementary Planning Guidance (SPG)

The Council’s adopted Unitary Development Plan (UDP) is the statutory planning framework for Hackney setting out the ‘strategic’ and more detailed policies to guide the Council’s decisions on planning applications. The purpose of Supplementary Planning Guidance (SPG) is to give additional guidance on how policies in the UDP will be interpreted and implemented.

SPG are drawn up within the framework provided by the Government’s Planning Policy Guidance Note 12: Development Plans (1999). SPG does not form part of the UDP, but needs to be consistent with it and with national and regional planning guidance. It does not have the same statutory importance in decision-making as a UDP, but as formally adopted planning policy it is a material consideration when decisions are made on planning applications.

The weight accorded to SPG when determining applications is increased if it has been prepared in consultation with the public and has been the subject of a Council resolution.

The Council’s existing SPG were produced between 1990 and 1998. The Government’s changes to the planning system through the Planning and Compulsory Purchase Act will involve the replacement of SPG with Supplementary Planning Documents (SPDs). In the interim period, existing SPG will be saved as SPD.
