Finance and Resources

The Finance and Resources Directorate is responsible for the sound financial management of Hackney Council and it delivers this through the following Divisions:

  • Audit and Anti Fraud
  • Financial Management
  • Financial Control
  • Revenues and Benefits
  • Procurement and Fleet Management
  • ICT
  • Education Partnerships

Aims and ambitions

  • To set a balanced budget in a challenging financial climate for local government
  • Close the accounts without qualifications and improve auditor query turn around times
  • Improve our Use of Resources scores in the CPA to lay the ground work for achieving a high CAA assessment
  • To ensure that the correct benefit is paid at the right time
  • To increase Council Tax collection in line with the London average
  • Ensure fleet management function meets sustainability objectives e.g. response to Low Emission Zone
  • Promote a culture that is more responsive to customer needs

What did we acheive in 2007/08?

  • Improved Value for Money through Best Use of Resources Board
  • Increased score to CPA 3 for Benefits and rose to joint top inner London performer for benefits processing
  • Increased score to CPA 3 for Use of Resources
  • Implementation of audit recommendations currently over 90%
  • 42 Benefit staff moved on to New Ways of Working
  • E-procurement implementation on track allied to Business Process Re-engineering
  • Accounts closure on time with electronic working papers
  • New Procurement and Sustainable Procurement Strategies agreed
  • Financial support in place for major schemes e.g. Woodberry Down, Academies and Service First

Our priorities for 2008/09 to 2011/12

Continuous improvement

  • Improve quality of benefits administration
  • Improve value for money across the Council securing efficiencies from Best Use of Resources reviews
  • Change the framework for budget management
  • Achieve process cost reductions in payments system
  • Improve customer experience in transactions with Finance

Accelerated improvement

  • Improve the accounts closure process
  • Improve our use of Resources Scores in the CPA to lay the ground work for achieving a high CAA assessment
