Ian Williams - Assistant Director of Financial Control and Special Projects
The Financial Control and Special Projects Division looks to ensure that the Council has in place sound arrangements for the financial planning, management and control of the Council’s revenue and capital resources in all the Service and Central Directorates enabling the Director of Finance & Resources to fulfil his statutory responsibilities. The Division delivers accurate and timely corporate budget monitoring, in relation to revenue and capital budgets. In addition the Division takes a lead role in the financial management and monitoring of a number of major corporate projects including the Service First Programme, the regeneration of Woodberry Down and the Council’s Best Use of Resources programme. In carrying out these roles the Division is responsible for
- Overseeing the implementation of corporate accounting standards
- Developing and monitoring the implementation of the Council's Medium-Term Financial Plan and Budget Strategy, ensuring linkages to all other corporate plans and strategies
- Developing the Council’s Capital Strategy
- Leading on the Councils Best Use of Resources and efficiency programme
- Facilitating and recommending improvements to corporate financial monitoring and reporting processes and/or frameworks
- Ensuring compliance with the corporate monitoring and reporting frameworks
- Ensuring that any service reviews conducted are financially robust and represent value for money
- Providing timely, quality financial information and high level financial advice to the Council
- Scrutinising, reviewing and challenging the financial management and internal control arrangements within the Council; and
- Ensuring good external relationships with the Government, external auditors and professional bodies
- Providing financial management, control and advice on a range of corporate projects
- Providing financial training and support on financial matters to members and council officers
- Council lead in relation to the Use of Resources Comprehensive Performance Assessment
