The London Borough of Hackney’s new Procurement Centre forms the heart of an exciting improvement programme aimed at establishing the profile of procurement at the highest corporate levels within the Council. It builds on an already committed core of current Hackney procurement staff.
The Procurement Centre essentially provides two key products for the Council
- Procurement advice and guidance to the Directorates, covering the complete range of works, goods and services procured with a total of contracts approaching £300m in value. The Procurement Centre will set standards and lead by example in the preparation of outline business cases, feasibility studies and options appraisals and supporting tender selection, tender evaluation, contract negotiation and contract monitoring right across the Council
- Procurement gateway process and assistance to leading Councillors in the operation of a new powerful Procurement Board. This Procurement Board will review all significant procurements in the Council at outline business case and contract award. The Procurement Centre will prepare the overall Procurement Strategy and Policy and encourage Directorate compliance through the use of extensive new guidance and toolkits together with modernised Contract Standing Orders
Working closely with a team of Directorate-based Procurement Managers, the Procurement Centre provides overall support to ensure that good practice is achieved across all procurements. This work will enable the Council to meet the Government Direction for improvement and to ultimately become recognised as being amongst the best Procurement Centres in Local Government.
The Procurement Centre role is to improve the performance and reputation of the Council. The size and scale of the function creates a tremendous opportunity to make a significant difference to Hackney in achieving value for money.
