Current Projects

Below are the projects currently being implemented by the Corporate GIS and Citizen Data Team:

Spatial Data Management

The corporate GIS Team is currently constructing and managing all its spatial datasets in a central repository for standardised spatial data sets called Geostore GIS Data management System which is based on oracle relational database system. This system stores all archived, current and non-duplicated spatial data sets and can be accessed by GIS users throughout the council. It enhances multi-channel access to geospatial information held by the London Borough of Hackney.

The Geostore GIS Data Management System proposes a centrally accessible, integrated spatial database system, where access to data sets are secured within a managed environment. It also incorporates the use of business processes which ensures that checks on the quality and currency of data within the geospatial warehouse are effectively dealt with.

Citizen Index

The Citizen Index project will connect to various data sources within the council and match information and identifiers to establish a central repository. This repository will contain a single record for a citizen with all their associated identifiers from the various systems, including access to further information depending on the authorisation level. Accessing the information from those systems will be via BizTalk.

A citizen index is crucial if the council, and potentially partners, are to provide more proactive and targeted services. Building on data from 6 major sources: Revenue And Benefits, CRM, LLPG, Edited Electoral Register, Parking and Libraries, and with permission of customers, a Citizen index will enable the council and more importantly the Citizen, to get a complete picture of their interactions with the council and if combined with customer attributes, such as age, ethnicity, disability and interests will enable the council to inform citizens of services they are eligible or might be interested in.

The project has four streams of work:

1. Creation of a single view of a citizen to allow citizens and HSC officers to access customer records in a timely manner

2. Support the Citizen Authentication process for level 1 registration via variety of channels including a self-service on the “My Hackney” portal.

3. Support integration with back office systems, and the CRM in particular, allowing for accessing customer information, including previous contacts made, so the history of an enquiry can be easily tracked

4. Support an antifraud agenda, so those databases which are subject to fraud (financial in particular) can interrogate Citizen Index when making an arbitrary enquiry.

Web Applications

PlanWeb

PlanWeb is an intranet application that deploys spatial information across a diverse and geographically dispersed organisation. It provides a scalable, out-of-the box web based GIS to bridge the spatial information needs of the council. PlanWeb will provide users with full GIS functionality across the Intranet enabling the whole organisation to access, analyse, visualise and plot their spatial data resources. The browser interface allows occasional users to feel confident, and quickly and easily access the rich functionality of PlanWeb without costly training.

Hackney’s Online Freight Mapping Service.

Project overview

Hackney Council has been working with PIE Enterprises and TfL to develop an interactive freight mapping service which will allow various freight providers/haulers and other delivery companies access to detailed freight information. The map details Hackney specific freight restrictions and other relevant information which will be useful for freight operators driving through or making deliveries within Hackney. For example:

The appropriate routes to travel upon

Avoiding residential areas

Limited access to streets

Lorry ban areas

Weight/Height/Width restrictions

Single/Double yellow lines

Loading/Unloading bays

Loading pips

CPZ boundaries

PCN Hotspots

This information provided will be particularly useful for the town centres of Dalston, Hackney Central and Shoreditch.

Issues

The environmental impacts of freight distribution and servicing in the borough especially in residential areas being used as freight rat-runs;

Adverse environmental impact of traffic particularly lorries, vans and other commercial vehicles – noise, dust, road safety;

Damage to the local infrastructure – road signage, kerbs, carriageway;

Benefits

Reduces damage to highway assets by freight using appropriate travel routes;

Reduction in the number of complaints received by the Council in relation to freight/lorries travelling through residential areas by freight operators using appropriate routes for travel;

Reduces traffic and road safety concerns due to restrictions being highlighted and freight staying within the correct areas.

Opportunities

TfL are viewing this project as a pilot project that can be adopted by the other London boroughs in the future. This outcome is dependent on the success of the map and uptake by freight operators.

Indications are that if successfully launched TfL will fund the ongoing maintenance and upgrading of the scheme for the 3 years post-launch.

Publicity and promotional ideas are currently being arranged to increase awareness amongst freight operators and general public/residents within Hackney.
