The Hackney Procurement Services
The Hackney Procurement Services [HPS] is the focal point for all procurement across the Council and is responsble for;
- Developing and managing all procurement standards and procedures, including training and development for officers and Members,
- Managing the procurement aspects of the financial management and electronic business systems.
- Managing corporate contracts and supplier management
- Providing an independent review and compliance of all purchasing activities through Hackney’s Gateway Procurement Process,
- Managing the approval of procurement activities through the Hackney Procurement Board and the Cabinet Procurement Committee.
- Strategic development of the wider procurement agenda including environmental, regeneration and equalities issues.
The Hackney Procurement Services support Directorate Procurement Managers [DPMs] who are located in each of the Council’s Directorates and provide specialist purchasing advice and guidance to Staff and Members as well as managing a wide range of Directorate based procurement activities.
It is our policy to ensure procurement is managed at the most appropriate level in the organisation, to ensure specifications are developed by the people closest to the service user and that contracts are only awarded to providers who have been sourced and selected through a sound and robust process in accordance with relevant legislation

The Forward Procurement Plan

Procurement Forward Plan is published each month which reflects the progress of high and medium risk projects being undertaken by the authority.Reportsaresubmittedfor approval at Review Point 2 (Procurement Strategy -to explain how projects areto be procured and seek permission to go out to market), Review Point 4 (Contract Award - following the tender process, Officers recommend to appoint the successful tenderer) and Review Point 5 (Benefits Realisation stage - when Officers evaluate the procurement process).
