Allegations about the personal conduct of Council Members

If any person reasonably believes that a Member has broken the Code of Conduct, they can write to the Standards Board for England. The Standards Board has the statutory powers to investigate allegations that individual Members have breached the code

The Ethical Standards Officer at the Standards Board may choose to undertake an investigation or to refer the matter back to the Council's Monitoring Officer for local investigation or other specified action. The Ethical Standards Officer can also choose to refer a matter back during an investigation. Alternatively, once the investigation is completed they may refer a case back to the Council’s Monitoring officer so that it can be considered by the Standards Committee to make a ‘local determination’.

Cases that have been referred for investigation will be dealt with under the 'Procedure for local investigation of allegations about the personal conduct of Council members' - The Local Investigation Procedure. Cases that have been referred back for determination will be dealt with under the 'Procedure for Local Determination about the personal conduct of Council members ' -The Local Hearing Procedure.

The Standards Board for England does not deal with allegations regarding the conduct of non-voting Co-opted Members. If any person reasonably believes that a non-voting co-opted Member has broken the Code of Conduct, they can write to the Council's Monitoring Officer, Room 118, Hackney Town Hall, London E8 1EA. The Monitoring Officer will then deal with the allegation under the local procedures above.
