Registering Interests

1.0 The Purpose of the Register

1.1 The Local Government Act 2000 requires that the Council’s Monitoring Officer maintains a register of Members’ financial and other interests. The Register forms part of the framework to encourage openness and transparency and to increase public confidence in local democracy.

1.2 The register is a public document and it allows the public, other members and members of staff know what Members interests are. It also serves both as a means by which Members can be held to account and as a tool for Members to identify any matters that may give rise to a conflict of interest.

2.0 Completing the Register

2.1 Elected Members, voting Co-optees and non-voting Co-optees are required to register their interests within 28 days of being elected or appointed. Members have a duty to ensure that their register of interests is complete and up to date. Any failure to comply with this requirement could constitute a breach of the Code of Conduct.

2.2 In Hackney the register is maintained by the Standards & Complaints Team. From time to time the Standards & Complaints Team will contact Members on behalf of the Monitoring Officer to ask that they confirm or update their list of interests.

2.3 Any changes to a Members interests must be reported to the Monitoring Officer within 28 days of the change occurring. This is the responsibility of the individual Member and Members should not wait to be contacted before updating their interests.  A form for registering interests can be downloaded by clicking here. 3.0 What interests need to be registered?

3.1 Financial Interests:

• Your job or business.
• The name of your employer, the name of any firm in which you are a partner or any company of which you are a paid director.
• The name of any person or organisation (other than the Council) that has made a payment to you in respect election expenses or any expenses in carrying out your duties as a Member.
• The name of any corporate interest you may have. This means in a corporate body which has a place of business or land in the Authority’s area, and in which you have a beneficial interest in types of shares with a face value of more than the face value of £25,000 or one hundredth of the total amount invested in that body by its shareholders.
• A description of any contracts f(or goods, services or work) between the Authority and you, a firm in which you are a partner, a company of which you are a paid director, or any of your corporate interests as describes above.
• The address or other description (sufficient to identify its location) of any land in the Borough in which you have a beneficial interest.  (You have a beneficial interest if you own, rent, are entitled to the proceeds of or may, through a trust, become entitled to the proceeds of that land).
• The address or other description of any land (sufficient to identify the location) where the landlord is the Council and the tenant is a firm in which you are a partner, a company of which you are a paid director, or a body in which you have a corporate interest as described above.
• The address or other description (sufficient to identify the location) of any land in the Borough in which you have a licence (alone or with others) to occupy for 28 days or longer.

3.2 Other Interests:

Your membership of; or position of management or general control in any of the following:

• Organisations to which you have been appointed or nominated by the Authority as its representative;
• Other public authorities or bodies providing public services;
• Companies, industrial and provident societies, charities, or other charitable organisations;
• Any organisation whose principal purposes include the influence of public opinion or policy; and
• Trade union or professional associations.

4. Access to the Register
