Parking Services Annual Report 2010/11

I am pleased to introduce the Council's Parking Services Annual Report for 2010-11 (PDF, 2.3MB)

There has never been a greater need for targeted and effective management of parking in inner London. There is already more demand for parking than there is space available, but car ownership and Hackney's population are increasing. The approaching Olympic and Paralympics Games will make the logistical challenge even harder. Parking management can address these issues by prioritising road users according to need and encouraging a shift towards more sustainable forms of transport.

We want to tackle local transport emissions to improve the quality of life for Hackney residents, working with our partners to help improve local air quality. Our car club initiative scheme has recruited over 7,000 members making Hackney one of the largest car club networks in the UK. Thanks to this scheme there are 3,500 fewer cars on the road relieving parking stress and members are using public transport more and relying on the car less, thereby reducing their contribution to climate change.

Hackney Council is helping individuals make their contribution to reducing their carbon footprint by promoting greater choice. The installation of more electric vehicle charging points will offer a cleaner form of driving for those people who will have the regular need of a car. Electric Vehicles have a shorter range than comparable petrol/diesel vehicles, but do not have any emissions, thereby improving local air quality and helping to fight climate change. Although CO2 is emitted in generating the electricity required to power these vehicles, the Mayor of London estimates the emissions per vehicle to be typically 25-50% lower than their petrol or diesel equivalents.

Responding to the needs of our residents and businesses we are increasing our efforts at combating fraud. Many of you have asked for a greater variety of visitor vouchers, and we have delivered. We are also looking to help our local businesses in times of economic hardship by working with them to encourage trade through adequate parking provisions.

I would like to reassure you that the Council does not use parking as a means for generating revenue - and this is strictly prohibited by law. The use of income from parking is tightly controlled under the Road Traffic Regulation Act 1984 (as amended) and cannot be used to subsidise general expenditure. This does not mean we should not manage parking efficiently, economically and effectively.
