Consultation process
The introduction of Controlled Parking Zones (CPZs) in Hackney is driven by a two-stage consultation process which is outlined in the Council's Parking and Enforcement Plan (2010-1015).
Stage one: In principle consultation
During the first consultation, all people within the affected area are given the opportunity to have their say about their parking experience and whether they support the introduction of parking controls or not.
Stage two: Detailed design consultation
If a CPZ is supported by the majority of local people and is approved by the Council, we will conduct a second consultation about the proposed design of the parking restrictions, including the CPZ operational hours and the allocation of parking bays and yellow lines.
CPZs are also subject to parking reviews after the first year of opertaion and every three to five years therafter.
CPZ reviews
We carry out regular reviews of CPZs to ensure that the parking controls continue to meet current and future parking needs of local commmunities.
Every effort is made during the reviews to balance the competiting needs of all road users - from private car and commercial vehicle drivers to cyclists and pedestrians due to the limited kerb space.
During the reviews, we consult all local peole about the allocation of parking bays and operational hours to ensure the restrictions are meeting their needs. Where necessary we will also propose changes to single and double yellow lines (waiting restrictions) to improve road safety and ensure access and visibilty for emergency services vehicles.
The reviews also provide an opportunity to review pay and display maximum stay periods and complete an audit of exisiting disabled bays to ensure the bays are being used by blue badge and companion badge holders.

Displacement consultations
In conjunction with CPZ reviews, or where a need is shown, we may also consult 'uncontrolled' roads on the boundary of existing CPZs to identify whether local residents are suffering from any parking problems, and whether they would also like parking controls to be introduced.
Where necessary, a combined stage one and two consultation (see above) approach maybe adopted if a specific area is suffering from severe parking pressures due to displacement parking from neighbouring CPZs.
