What is Positive Activities for Young People?
Positive Activities for Young People (PAYP) is a programme that offers a range of constructive activities for 8 to 19 year olds at risk of social exclusion.
The programme aims to reduce crime by getting young people involved in positive activities and enabling them to mix with people from different backgrounds. It also aims to develop young people’s interests, talents and education, and engage them in community activities.
Activities based on arts, sport and culture take place both during the school holidays and out of school hours throughout the year.
Hackney's PAYP has been a real success. It helped to reduce youth crime by 27% last year.
Guidance to the Activities Proposal
The target group is young people aged 8-19 (up to 25 years with learning difficulty and/or physical disability) who are at risk, but weighted towards the 13-19 year olds.
Funding has been allocated to Hackney on the basis of youth population and street crime statistics. This funding is primarily to be used for the direct delivery of activities to young people.
PAYP key objectives (and how they relate to the Every Child Matters Outcomes) are as follows:
Staying Safe
- Reduce crime and anti-social behaviour both in the short and long term
- Bring together young people from different geographical and ethnic communities to help break down prejudice and misunderstanding (community cohesion)
Enjoying and Achieving
- Provide access to quality arts, sports and cultural activities, and allow those with an interest and/or talent in any area to continue after the programme has ended
- Ensure that young people are supported as they move from primary to secondary school
- Give young people opportunities for personal development, including the development of self-discipline, self respect and self-confidence (enabling them to communicate more effectively with a range of people and work effectively in a team).
Achieving Economic Well-Being
- Support young people back into education, training or employment and help them to stay there, by working with those at risk of truancy
Making a Positive Contribution
- Encourage young people to contribute to their communities through volunteering and active citizenship
