Haggerston West & Kingsland Estates

In July 2008 Planning Sub-Committee agreed subject to legal Agreement an outline planning application 2007/2889 for the demolition of 486 dwellings and redevelopment of the Haggerston West and Kingsland sites with a total of 761 dwellings (248 rented, 170 intermediate and 343 private for sale), comprising 1-bed, 2-bed and 3-bed flats, 3-bed, 4-bed and 5-bed houses and 4-bed maisonettes. New community centre, including community multi-purpose hall, community offices and meeting room, youth club, classes, IT room, nursery (approximate total area of 1,374 sq. m – Use Class D1), Number of Ten retail / commercial units: (approximate total area of 548 m2 – within Use Classes A1/A2/A3/A4/A5/B1/D1). Structural landscaping, provision of public open space and creation of new vehicular, cycle and pedestrian routes within the estate (55% affordable housing units). Car parking proposed on new roads (approximately 48); undercroft (approximately 213).

Woodberry Down Planning Application

The revised Master Plan for the Woodberry Down scheme was agreed subject to a s106 legal Agreement to the Planning Sub-Committee in October 2008 (2008/1050). An application for the original Masterplan was resolved made in 2007 (2007/0014). September 2007 (application 2007/0014). In addition, Members resolved at the 22nd November 2007 meeting to approve (subject to a Section 106 Agreement) a full (detailed) application by Berkeley Homes Ltd for a mixed residential (456 dwellings), community and retail/ commercial development of the Old School site, known as Kick Start Site 1 (KSS1). No conclusion has been reached on negotiations for either Agreement to date.

The area has been the focus of regeneration proposals since 1999 and in June 2000 more than £13 million of Government Single Regeneration Budget (SRB) funding was secured by the Woodberry Down and Stamford Hill Partnership to be spent on housing in Woodberry Down and surrounding estates. In order to decide how best to allocate funding, consultants were appointed to prepare a draft masterplan, which was developed in partnership with the Estate Development Committee and other local stakeholders. This process culminated in the preparation of supplementary planning guidance in the form of the Area Action Plan (adopted 2004) and the subsequent urban design framework (adopted by Cabinet January 2005).

The transformation of the estate and immediate vicinity into a sustainable community remains a key objective of the Borough’s regeneration strategy, and the emerging LDF Core Strategy, Preferred Options document (recently the subject of widespread consultation) has a site-specific policy for Woodberry Down with similar aims. The estate is considered a priority for housing renewal and community development, and the area has high levels of deprivation and poor housing conditions, with a majority of the existing dwellings falling short of the Government’s Decent Homes standards. Following around 9 years of participation and consultation, the Masterplan has evolved, the latest version reflecting the listing of the Woodberry Down Primary School and John Scott Health Centre. Related land use changes now accommodate the new Skinners Academy.
