Road Markings & Signage –Yellow Lines.

Can I request yellow lines put down to stop parking obstruction?

To request yellow lines or any other road markings including regulating parking be installed, removed or changed please submit your request to the Hackney Service Centre at info@hackney.gov.uk or post to the address below. In your email or letter please state:

  • What restrictions or markings you would like
  • Where these markings should be
  • Why you are requesting them

Requests are prioritised based on what is found at the site and the severity of the problems investigated.

I am unable to cross a road because of parking obstruction.
I am unable to drive into my driveway because of parking obstruction.

The yellow lines are not visible or are faded.

We are happy to receive notification from customers with regards to any road markings that are fading or missing. There is an annual road markings maintenance programme and any requests from residents can be investigated and included in the programme subject to work priorities.

Higher status roads will have more priority as they carry more traffic and have a higher safety benefit.  Please contact the Hackney Service Centre on 020 8356 2897, to report the problem.

I would like to challenge the penalty charge notice, what is the status of the restriction?

Parking enforcement is undertaken by Parking Services throughout the borough with the exception of Transport for London roads. They will enforce any parking restrictions which have a current traffic regulation order in force and are displaying the correct traffic signs and road markings as specified in that order. These are necessary for a penalty charge notice to be lawfully issued. The status of the order and the restrictions on site will be checked if a PCN is in dispute.

Are these restrictions on my road legal?

All parking restrictions are made using powers under the Road Traffic Regulation Act 1984. Local authorities use this legislation to make traffic regulation orders which give legal effect to any traffic or parking restrictions on the public highway. The process of making these orders includes statutory consultation which involves the Council advertising any proposed restrictions via advertising, street notices and in some cases public consultations before they are actually implemented.

Any objections or representations during statutory consultation periods have to be considered and any necessary amendments made before the restrictions come into force. This process must have been followed to create an order lawfully. A copy of the orders will be held on the Council’s record of traffic regulation orders and used to verify the legal status of restrictions. The order will be checked if the status of a restriction in a road is in doubt.
