Hackney Procurement and the Gateway Process
To achieve the high standards expected, Hackney Council has adopted a robust risk based procurement process. Lower value purchases (between £1,000 and £25,000) require a minimum of two written quotes. Above this value each project is risk assessed against criteria including cost, impact on the public and on the market.
Where projects are assessed as “Medium” or “High” risk they follow the Hackney Gateway Procurement Process. This follows the guidance of the Office of Government Commerce [OGC], and, in simple terms, is “a review of an acquisition programme or procurement project carried out at a key decision point by a team of experienced people, independent of the project team.”
Hackney uses four “Review Points” during the lifecycle of a project, three before contract award and one looking at service implementation and confirmation of the operational benefits. Each project is reviewed at the Review appropriate to the point reached in its lifecycle -

The Hackney Procurement Centre
The Hackney Procurement Centre [HPC] manages all procurement across the Council by;
- Developing and managing all procurement standards and procedures, including training and development for officers and Members,
- Managing the procurement aspects of the financial management system
- Providing an independent review of all purchasing activities through Hackney’s Gateway Procurement Process,
- Managing the approval of procurement activities through the Hackney Procurement Board and the Cabinet Procurement Committee.
- Strategic development of the wider procurement agenda including environmental, regeneration and equalities issues.
The Hackney Procurement Centre is supported by Directorate Procurement Managers [DPMs] who are located in each of the Council’s Directorates and provide specialist purchasing advice and guidance to Staff and Members as well as managing a wide range of Directorate based procurement activities.
