How Parking changed in 2007
All London councils, including Hackney, were required to change the price of Penalty Charge Notices (PCN). The price of a PCN is universal across London.
In Hackney we make a number of localised changes to both our permit pricing and to the manner in which clamps and removals applied.
Across London PCNs are charged using two tiers instead of a flat fee of £100:
- More serious contraventions will be charged at £120
- Less serious contraventions will be charged at £80
A 50% discount will be applied to all PCNs paid within 14 days from the date of issue: PCNs will cost £60 and £40 respectively.

Within Hackney: cleaner, greener and safer
In addition to implementing a fairer system of charging PCNs, we will only apply clamps and remove vehicles from parking bays in exceptional circumstances. This means clamps and removals will only apply to persistent evaders (those with 3 or more unpaid PCNs, which are not being appealed) and to those who block or cause a hazard to other road users.
We want to make travelling through Hackney a more pleasant experience for you, by encouraging the smooth flow of traffic through effective enforcement.
Our environment is important to us. In addition to making Hackney safer, we want to make cleaner and greener through reducing air pollution. Hackney was declared an air action zone in 2006, due to the high levels of pollution in the air. We have made a number of changes to our permit structure, including new pricing to discourage car use and vehicles which emit harmful gases.
