Giving Evidence

Scrutiny witnesses

A witness is a term used to describe a Council officer, Cabinet member, representative from an outside organisation, member of the public, or anyone else invited to attend a Scrutiny meeting to provide information or answer questions.

Witnesses from outside Hackney Council

Residents, stakeholders and people from other parts of the public sector might be invited by the Scrutiny Commission to attend a meeting and give a presentation, discuss issues or answer questions. All witnesses will be given formal advance notice if they are asked to give evidence. For further information please see What to do when attending a Scrutiny Commission Meeting.

Witnesses from within Hackney Council

Scrutiny Members have the right to require staff and Cabinet Members to attend a Scrutiny Commission meeting to provide evidence on an issue. They may be asked to:

  • Provide written reports for circulation prior to a meeting on a particular issue or review
  • Respond to further questions on the subject during the meeting
  • Provide written information in response to questions raised by Members that could not be addressed during the meeting
  • Explain a particular decision or series of decisions they have been involved in
  • Explain failing performance within a service area

Exclusion of access by the public

In certain circumstances the public and press may be excluded from attending meetings. Please see the Exempt Information page for details.
