Site Allocations DPD

We are currently working through the initial public and key stakeholder consultations with a view to go out to public consultation in early 2012. The public consultation will be in accordance with The Town and Country (Local Development, England, Amendment Regulations 2008) and Hackney's Statement of Community Involvement.
Identifying sites for future development
As part of its preparation of the Local Development Framework, Hackney Council is compiling the Site Allocations Development Plan Document (DPD).
The Site Allocations DPD will identify specific sites for future development such as for
- new housing
- employment
- retail
- community
- leisure
- transport.
It will help deliver the objectives of Hackney's Core Strategy, but will not include every site that can or will be developed in the borough. The focus will be on larger sites that will deliver a significant amount of development. The identification of specific sites will create greater certainly about location and scale of development in the borough.
Call for sites
As part of the preparation and evidence to identify sites, the Council conducted a 'Call for Sites' exercise for 3 weeks between 22 October and 12 november 2010. This was an informal period of engagement with stakeholders whereby sites can be nominated for inclusion into the DPD. The initial criteria for consideration (which could be subject to change) are as follows:
- Site is above 0.15 hectares (approximately the size of Hackney Town Hall Square).
- Site can accommodate 10 or more residential units or 1,000 sqm of commercial floorspace.
- There is a realistic opportunity of the land becoming available for development within the next 15 years, up to 2015.

Note about the Site Allocations DPD
The Site Allocations DPD will compliment the Core Strategy and the emerging Development Management DPD by identifying specific sites for development.
Hackney's adopted Core Strategy provides high level policy for land use, the spatial arrangement of growth and environmental control, while the Development Management DPD will amplify the Core Strategy with criteria-based policies for deciding planning applications.
Under the Core Strategy, population growth will be accommodated mainly in higher density developments in appropriate locations around the town centres, new stations and renewed housing estates. This will accompanied by infrastructure improvements such as schools, GP surgeries, health centres, community, economic facilities and transport links. The Site Allocations DPD will identify the precise sites required.
Each site put forward for public consultation and submission will have a brief profile about the preferred use(s), mix and possible scale, height, massing, accessibility, likely timeframe, planning and other relevant considerations. Thus the DPD will provide a degree of certainty for landowners, developers and the public about the Council's position and requirement for individual sites.
This 'call for sites' exercise provides an opportunity for the Council and stakeholders to discuss the potential of sites. In addition to the 'call for sites', the Council is reviewing other sources where growth and development in the borough are addressed. These include, but not limited to:
- Area Action Plans such as Dalston, Hackney Central, Manor House and Hackney Wick.
- Planned programmes of regeneration and intensification.
- Studies and plans such as capacity studies on growth, housing employment, retail, waste and energy.
- The strategies and plans of key infrastructure providers such as the Learning Trust, NHS City and Hackney.
- Potential sites that have been brought to the Council's attention through pre-planning application discussions, surveys etc.
Sites identified through this process will be subject to an initial assessment by the Council, and those selected for inclusion in the Site Allocations DPD for public consultation will be subject to other assessments including Sustainability Appraisal.
