How can I report someone who is trading illegally?

To report someone trading illegally you should call the Hackney Service Centre (HSC) on 020 8356 3000

  • You will be asked to provide information regarding the incident and your contact details.
  • Please note the HSC cannot accept anonymous calls for these types of enquiry.

Am I allowed to trade outside my shop?

To sell goods outside your shop you need to apply for a shop front trading licence before you start trading.

How can  I apply for a shop front trading licence?

  • Please ring our Hackney Service Centre, on 020 8356 3000 for an application pack.
  • Consideration will be given to width of pavements, goods that are permitted to be sold outside the shop which must be same primary commodity listed for the shop.
  • Any of these may cause you to be refused a licenec.

Can I sell goods outside my shop front that are different to the goods sold inside my shop?

  • No, you aren’t allowed to sell different goods outside your shop front
  • If you have a shop front trading licence, the goods you sell outside your shop front must be the same primary commodity listed for the shop.
  • You are allowed to have a licence tables and chairs outside of bars and cafes which whilst not for sale provide a service to your customers. Again this is subject to their sufficient pavement width.

How can I pay for an enforcement notice/penalty/fine?

  • Please contact the Hackney Service Centre (HSC) on 020 8356 3000.
  • They will put you through to someone in the Market Team who can process your payment for you.

How can I dispute an enforcement notice/penalty/fine?

  • Please contact the Hackney Service Centre (HSC) on 020 8356 3000.
  • They will put you through to someone in the Market Team who can to tell you why the fine was issued.

Why are enforcement notice/penalty/fine issued?

The following reasons can result in an enforcement notice being issued -

  • When/if you do not have a shop front trading licence but you asre shop front trading as defined by the law
  • When/if the goods sold outside the shop are NOT the same primary commodity listed for the shop
  • If you have a licence but break any of its terms and conditions

How can I make a complaint?

  • Please contact the Hackney Service Centre (HSC) on 020 8356 3000.
  • They will log your complaint then pass it to someone in the Market Team to investigate for you.
