Cabinet report
The Transformation of Adult Social Care Report was approved by Cabinet on Monday 25th October 2010. Transformation is now part of Council policy and we have started the personalisation process. This means that:
- everyone who needs a period of reablement will receive this care free of change
- everyone who applies for social care or those requiring a reassessment will be assessed using a resource allocation system (RAS) which will determine how much money the individual will require to meet their care needs (this is known as a personal budget). Once a figure has been decided it is up to the individual to spend the allocated money on the care / support they require. The principles of what a personal budget can be spent on was also agreed.
- a range of services are in place to help an individual create their support plan
- a range of options are available to assist individuals to manage their budget

Provider conference, 24 June 2010
Over 150 people from organisations across the borough took part in a conference about the changes to adult social care on 24 June.
Cllr Jonathan McShane, Cabinet Member for Community Services, said: "The number of people and organisations present showed how important the transformation of adult social care programme is. Whilst these changes will present great challenges to providers of support to adults, we have to remind ourselves constantly that the opportunities for people to have real control and lead truly independent lives are what this process is all about."
Crucial issues like brokerage, helping people meet their outcomes, advice services, and commissioning were discussed, providing evidence that will inform how services are designed. And the conference also launched a training programme for local providers, run in partnership with the Health and Social Care Forum.
Jake Ferguson, Chief Executive of HCVS, Hackney's leading community and voluntary support body, said: "It felt like a turning point in the transformation process for the voluntary and community sector, and while there wasn't the clarity about commissioning it adopted the right partnership approach."
