These fall under the legislation for massage and special treatments and cover more treatments than those mentioned above.
What treatments need a licence?
Massage Type Treatments: Massage, Reflexology, Aromatherapy and Shiatsu.
Electrical Treatments: Infra red, Sunbeds, Lasers, Faradic, Galvanic, Sarogenics, Cathiodermy, Electrolysis, Spider veins, Sclerotherapy, Vacuum suction, Ultra high frequency and Thread vein treatment.
Water Treatments: Sauna, Floatation, Steam bath, Steam chamber, Jacuzzi, Spar bath, Colonic irrigation and Wrapping/envelopment.
Other Treatments: Chiropody, Manicure, Pedicure, Nail extension, Eyebrow plucking, Eyebrow tinting, Eyebrow curling, Eyelash tinting, Eyelash curling, Cosmetic piercing, Acupuncture, Tattooing, Waxing, Sugaring, Toning beds*, Osteopathy, Bleaching, Trichology, Collagen implants, Facials, Osteopathy and Fruit juice treatment
*Some authorities have licence toning beds when provided without any other special treatment.
Do I need a licence?
Yes, you need a licence and if you are working for an establishment, then the establishment needs a licence as well. An individual needs to register as a practitioner; the premises needs a Massage and Special Treatments Licence.
How much does it cost?
This depends on the treatment and the number of operatives on the premises. Please contact the Hackney Service Centre on 020 8356 4970.
What supplementary information is required?
With your Premises application please send in the following -
- Floor plans
- Electrical Installation Certificates
- Public Liability insurance for £2million
- Planning insurance
- Trade waste agreement
- Clinical waste agreement
- Proof of planning permission
With your Practitioners Licence please send in the following -
- 4 Passport sized photos
- Copies of relevant qualifications
- 2 proofs of ID
- Fee of £100

How long will my application take to process?
The process usually takes up to two weeks for a practitioner licence; this is subject to there being no issues occurring with the application.
A Premises Licence takes between 8 – 12 weeks. This includes 28 days consultation, advert in paper, yellow notice display and an inspection of the premises to ensure it meets required building and safety standards
Who can apply?
The legal occupier of the premises can apply.
How will I know if my licence is due for renewal?
Reminders to customers are sent out by the Licensing Service four weeks before the expiry date. The reminder includes an application form, fees schedule and highlights the last possible (statutory) renewal date. The onus is on the licence holder to apply for a renewal. If the renewal date is missed a full application process will be undertaken.
I have a qualification from exempt body, do I still need to apply for a licence? What is exempt?
All practitioners must register with their local authority. You will only be exempt from paying the full fee for a three year registration.
I am not happy with the treatment I have received?

Are trainees allowed to work?
Yes, trainees are allowed to work but trainees are required to be supervised at all times.
Can I work from home?
Yes, you can work from home but you are required to have planning permission. You will also be required to register for a personal and a premises licence.
