Hackney Council Film Services, Highways and Street Works and Location Charges

1. Film Service Charges

The initial telephone consultation is free of charge, as is the first hour of work / advice.

Thereafter charges to the filmmaker may be made as an hourly rate of £50.00 for the following services:

  • Location searches
  • Site visits
  • Travel to / from site visits
  • Negotiating / producing contracts
  • Liaising with the local community where necessary
  • Liaising with other Council departments on behalf of the film production
  • Liaising with external agencies including emergency services
  • Arranging parking suspensions and dispensations in Controlled Parking Zones.
  • Supervising street works on public highways
  • Monitoring location filming where necessary

An estimate of the charge will be made prior to work commencing and re-negotiated where required.

2. Highways and Street works charges

Charges will be made for the removal and replacement of street furniture, painting out of yellow lines, street lighting management and rubbish removal.

Filmmakers must submit a detailed plan of the works they require to the Borough Film Service at the earliest opportunity. Highways and Street works increase in price considerably the less lead in time is given and for out of hours work. The mark up can be as high as 100%. Please give as much notice as possible. Please note: we require a minimum of 10 working days to organise the control of street lighting.

  • Charges will be made to film productions at the same rate as any other customer or client requesting street works and are based on the Council’s standard Measured Term Contract schedule of rates.
  • Highways Departments may make an additional charge for supervising the works should this be deemed necessary.
  • The Borough Film Service may make an additional Film Service Charge for supervising the works and liaising with the Highways Department and contractor should this be deemed necessary.

Charges apply also to those wishing to use lighting towers or any props / equipment which is not immediately removeable. These charges are dependent upon the size of the obstruction. The Production Company must submit a plan of the street with positioning of the tower / equipment to the Film Officer and must make themselves available for a site meeting with the Film Officer and Enforcement Officer. A license must then be applied for and payment made.

There is a £200 charge for a cherry picker or any other aerial platform license. Please note, this does not include the cost of suspending the parking on which to position the vehicle. As with hoarding licenses, a plan must be submitted and subject to approval, and upon receipt of the cheque the license will be granted.

3. Location Charges

There is no standard charge for film locations in Hackney. All of our charges are negotiable and are subject to factors such as disturbance to public, scale of project, times of filming etc. However, please find a list of charges which can be used as a guideline.

Please note: student filming will not necessarily be charged for. Please contact the Film Officer with any enquiries.

There are occasions where less notice can be given. This is dependant upon area, times and number of dispensations, and is at the discretion of the Film Officer.

Please note: Payment must be made for parking when collecting the waivers. Payment can be made by credit card (in person or over the telephone) or by cheque or cash. Cheques must be made payable to The London Borough of Hackney. Reference number must be quoted when collecting the waivers.
