Community safety partnership

The community safety partnership comprises the statutory officer group, the community resilience partnership (CRP) and 4 strategic boards responsible for delivering the priorities of the community safety plan.

It works in partnership with the Safer Neighbourhood Board (SNB). These have been set up by the Mayor of London in all London boroughs.

Key statutory responsibilities

The 2006 review of the Crime and Disorder Act and subsequent amendments to legislation resulted in an approach to CSPs that is more flexible and allows more local discretion. However, there remain some key statutory responsibilities which must be met:

  • a strategy group to be made up of senior representatives from the responsible authorities
  • prepare, implement and performance manage an evidence led annual strategic assessment and three-yearly partnership plan for the reduction of crime and disorder in the area
  • consult the community on the levels and patterns of crime, disorder and substance misuse and on matters that need to be prioritised by the partnership
  • reduce reoffending
  • coordinate domestic violence homicide reviews
  • share information among the responsible authorities within the CSP
  • have a crime and disorder scrutiny committee with the power to review and scrutinise decisions made and action taken by the community safety partnership
  • assess value for money of partnership activities

Statutory officer group

The primary duties of the community safety partnership, statutory officer group are to challenge performance and manage strategic delivery against the Council’s strategic crime and disorder priorities. These priorities are set out in our community safety plan based on an annual ‘strategic assessment’ of need.

The group meets four times a year with ad-hoc meetings as required. Agendas are focused on the key priorities set out in the community safety plan.

Membership

Membership comprises the responsible authorities and lead officers for the community safety plan priorities.

Responsible authorities:

  • police – BCU commander – co-chair
  • local authority – chief executive – co-chair
  • fire and rescue – borough commander
  • probation – NPS – assistant chief officer
  • probation – CRC – head of stakeholder engagement London North
  • Clinical Commissioning Group – programme director
  • elected member responsible for community safety

Supported by leads for the community safety plan:

  • director C&F
  • head of safer communities
  • director public health

Community resilience partnership

The CRP works closely with the statutory officer group. Agendas are focused on the priorities of the community safety plan, tackling crime through preventative strategic work, and finding ways to address the underlying causes of crime and anti-social behaviour

CRP agendas

The agendas of the CRP focus on preventing and tackling crime providing a space to problem-solve offending and the underlying issues which drive crime and anti-social behaviour.

The CRP provides a space where relevant cross cutting programmes and initiatives can be discussed and better alignment, synergies and joint working between services and sectors can be explored.

Membership

The cabinet lead for community safety chairs the CRP.

The membership includes key statutory officer group representatives and chairs of the strategic boards covering the community safety plan priorities, including:

  • chief executive LBH
  • BCU commander MPS
  • probation service representative
  • CRC representative
  • CCG representative
  • chair of serious violence and gangs
  • chair of VAWG
  • chair of Safer Young Hackney
  • chair of NTE and Safer Socialising

Membership also comprises services and organisations working in key areas of provision:

  • senior public health representative
  • senior mental health service representative
  • local Children’s Safeguarding Board representative
  • local Adult Safeguarding Board representative
  • Hackney Learning Trust representative
  • victim support representative

Membership also comprises representatives who work in key areas or with a particular section of the community:

  • MPS inspector for neighbourhoods
  • registered social landlord representative(s)
  • college of further education representative(s)
  • HCVS representative
  • business representative(s)
  • chair of the Safer Neighbourhood Board
  • Hackney Housing representative
  • schools representative(s)
  • VCS representatives – covering volunteering, engaging parents, engaging young people, substance misuse, mental health etc

A number of representatives are required to attend only when a particular issue is being discussed:

  • borough commander LFS
  • Prevent co-ordinator
  • regeneration/planning representatives

A wider group of stakeholders and businesses (where appropriate) are engaged through task groups, email communications and specific stakeholder events and through the plan to develop a wider community resilience network.
