Companion badge terms and conditions

Your entitlement to a companion badge

  • you are only entitled to one companion badge in your name, even if you have more than one vehicle
  • your permanent address must be within the London Borough of Hackney
  • you must hold a valid Hackney issued blue badge
  • your vehicle can be a passenger or a goods vehicle. The overall height must not exceed 2.27m (7'5''), the length must not exceed 5.25m (17'3'') and the unladen weight must not exceed 3,500kg (996lb)
  • your vehicle must be registered with the DVLA at the address stated in the application, or you must be the authorised keeper of a company vehicle, or the owner of a foreign registered vehicle
  • foreign registered vehicles are only eligible for one permit for a maximum of 6 months

You will not be issued a companion badge if:

  • you cannot be verified as the person residing at the property within your application
  • you cannot provide documents on the prescribed list, or submit fraudulent documents
  • you knowingly make a false statement in order to obtain a companion badge
  • you already have a companion badge
  • your blue badge has expired
  • your vehicle is not registered with the DVLA at the address stated in the application
  • you are registered as a persistent evader of penalty charge notices. You will be refused a companion badge until you have paid the fines in full
  • you have any remaining charges for previous permits

How and where to use the companion badge

  • if you have a physical companion badge, your permit must be clearly displayed in the front passenger side of your windscreen, with its details clearly visible from outside of the vehicle
  • it is your responsibility to display a valid permit. You must display your actual permit, copies are not acceptable
  • the permit is only valid for the vehicle registration number specified on the face of the permit and stipulated within the valid permit account and associated documentation
  • if you have been issued an electronic companion badge (e-badge) you will be able to park within your residential parking zone without displaying anything in your vehicle. Civil enforcement officers can check if your e-badge is valid by entering your vehicle registration number into their hand held computer.
  • vehicles must be parked correctly with the markings of the bay or space
  • a companion badge does not guarantee a parking space
  • the table below details where you are entitled to park with your companion badge
  • companion badges are also issued to residents living outside a parking zone in Hackney. This will be stipulated on the companion badge

Where not to park with your companion badge

  • companion badges are not valid for parking in business permit bays, doctor's bays, housing estates, car parks or on red routes
  • companion badges are not valid for parking in suspended bays. This will result in a penalty charge notice being issued and your vehicle maybe relocated

Supporting documents

Please supply the front and back of your blue badge.

Please provide one of the following as proof of residency. Scanned copies and clear photographs will be accepted:

  • driving licence
  • council tax statement
  • utility bill dated in last three months
  • signed tenancy agreement
  • bank statement (current or savings account) dated in last three months
  • solicitor's letter confirming completion (new residents only)
  • legally drawn letter from landlord or estate agent valid for the full life of the permit
  • rent book from council or housing trust

Lost / damaged /stolen permits

  • if your companion badge is lost, damaged or stolen, then you will be able to replace it for free of charge, but you will be issued an e-badge as physical companion badges are no longer being issued

Permit refund costs

  • companion badges are non-refundable as they are free of charge

Change of vehicle or address

  • if you change your vehicle or address and your permit is valid, there is no charge, but you will be issued an e-badge as physical companion badges are no longer being issued

Preventing fraud

  • the Council considers fraud and attempted fraud to be an extremely serious matter and will not hesitate to take preventative, remedial or punitive actions against any person or organisation suspected of fraud or attempted fraud
  • if we cancel your permit because of fraud or misuse then you will not be eligible for a refund
  • permits remain the property of Hackney Council and we reserve the right to withdraw any permit without giving prior notice or reason, and your vehicle may be issued with a penalty charge notice or removed
  • it is an offence under the Vehicle (Excise) Act 1962 (Section 7) to park or keep a mechanically propelled vehicle on a public road if the vehicle is unlicensed
