Dispensation terms and conditions

Your entitlement to a dispensation

  • you can only use your dispensation in the zone of issue, designated street, or designated bay as displayed on your permit
  • the vehicle can be a passenger vehicle or a goods vehicle. The overall height must not exceed 2.27m (7' 5"), the length must not exceed 5.25m (17' 3") and the un-laden weight must not exceed 3,500kg (996 lb)
  • dispensations are available per bay, per day
  • the Council will grant dispensation requests on the basis that the desired dispensation does not compromise traffic flow or the parking needs of residents, local businesses and visitors to the borough

You will not be issued a dispensation if:

  • you can't provide the documents from the prescribed list, or you submit fraudulent documents
  • payment is refused by your bank or credit card

How and where to use a dispensation

  • your dispensation must be clearly displayed in the front passenger side of your vehicle's windscreen with its details clearly visible from outside of the vehicle. You must display your actual dispensation, copies are not acceptable
  • vehicles must park correctly within the markings of the bay or space
  • dispensations can be used in pay and display bays, shared use bays, permit holder only bays, on single yellow lines or resident parking bays
  • parking dispensations do not guarantee a parking space. If you require a dedicated bay, please see suspensions
  • the restricted hours will be located on sign plates adjacent to the bays. The start and expiry time for the dispensation will also be located on the front of the dispensation
  • parking dispensations are only valid for the vehicle registration specified on the face of the dispensation and stipulated on the application form and on submitted documentation

Where not to park with this dispensation

  • parking dispensations are not valid on red routes or double yellow lines, blue badge bays and doctor's bays
  • parking dispensations are not valid in housing estates
  • parking dispensations are non-transferable and cannot be used in any other vehicle
  • parking dispensations are not valid in suspended bays

Supporting documents

  • you will need to submit one form of evidence from the list below, to complete your application. Scanned copies and clear photographs will be accepted

Business removal

For carrying out removals at your business premise you will need either proof of:

  • business (business card or company headed letter of works)
  • removal company details

Carrying out works at a domestic or business address

For business related events such as building works you will need either proof of:

  • residency (such as utility bill, signed tenancy agreement or bank statement dated in the last three months)
  • business (corporate tax, VAT return or your non-domestic rates bill)
  • proof of works (invoice or job sheet)

Funerals

We will issue you up to ten dispensations free of charge for one day only. You can use visitor vouchers and pay and display bays for guests. You will need to provide either:

  • letter from relevant religious leader
  • a death certificate

Domestic removals

A maximum of two dispensations will be issued. You will need either proof of:

  • residency (such as utility bill, signed tenancy agreement or bank statement dated in the last three months)
  • removal company details

Weddings

We will issue you up to two dispensations free of charge for one day only. This represents the bridal party. You can use visitor vouchers and pay and display bays for guests. You will need either proof of:

  • letter from relevant religious leader
  • proof of marriage licence

Lost / damaged /stolen permits

  • if your permit is lost or damaged, then you will be able to replace it for £10 
  • if your permit is stolen and you can provide a crime reference number, then we will be able to replace your permit free of charge

Dispensations are non-refundable

  • dispensations are non-refundable and non-transferable

Change of vehicle

  • to change your vehicle on your dispensation you will need to pay a £10 administration fee.

Preventing fraud

  • the council considers fraud and attempted fraud to be an extremely serious matter and will not hesitate to take preventative, remedial or punitive actions against any person or organisation suspected of fraud or attempted fraud
  • if we cancel your dispensation because of fraud or misuse then you will not be eligible for a refund
  • dispensations remain the property of Hackney Council and we reserve the right to withdraw any dispensation without giving prior notice or reason, and your vehicle may be issued with a penalty charge notice or removed
  • it is an offence under the Vehicle (Excise) Act 1962 (Section 7) to park or keep a mechanically propelled vehicle on a public road if the vehicle is unlicensed
