There is a £14.35 charge to replace confiscated, lost, faulty or damaged freedom passes.
Older person’s Freedom Pass
The Freedom Pass lets Hackney’s older residents travel for free on buses, trains and other public transport in London, as well as some national services. For more information visit the eligibility checker.
For residents over 60, a 60+ Oyster card is available from Transport for London, for a £20 one-off fee. It allows free travel on buses, Tube, tram, DLR, London Overground, TfL Rail and most national services in London.

Disabled person’s Freedom Pass
You may be eligible for a Freedom Pass if you:
- are blind or partially sighted
- are profoundly or severely deaf
- are without speech in any language
- have a physical disability or injury which seriously impairs your ability to walk on a long-term basis
- do not have arms or have a long-term loss of the use of both arms
- get the higher rate mobility component of the disability living allowance
- get 8 or more points for the moving around mobility activity for the personal independence payment (PIP)
- get 8 or more points for the communicating verbally activity for the personal independence payment (PIP)
- get the war pensioners mobility supplement
Or have:
- an assessed learning disability that is defined as a state of arrested or incomplete development of mind which includes significant impairment of intelligence and social functioning
- a disability or health condition that would prevent an application for a driving licence being approved, other than on the grounds of persistent misuse of drugs or alcohol

Confiscated, lost, stolen or damaged freedom passes
Confiscated passes
If your pass has been confiscated due to misuse, you will need to provide:
- recent proof of address
- proof of identification
- a personal statement / explanation letter outlining how / why the pass was misused and confirming that you are aware that the pass must not be used by other people

Faulty passes
If your pass is faulty, the charge will be refunded if on return to London Councils, the tests show the pass doesn’t work. See information about faulty passes.
Stolen passes
If your Freedom Pass has been stolen, send a recent proof of address, contact telephone number and a letter confirming the details and circumstances regarding the incident and crime reference number to the Mobility Team.
If you have a crime reference number there will be no replacement charge.
There will be a replacement fee of £14.35 if you do not have a crime reference number.
