Health and Social Care Permit
The Essential Community Service Workers permit is now called the Health and Social Care permit (HaSC).
Who is eligible for a permit?
Staff working for organisations providing essential health and social care services to residents.
Permits are issued to applicants spending at least 30% of their time on the road visiting the community, working in medical or social care and working for a specifically named institution. These include Homerton Hospital, NHS primary care and mental health trusts and certain community sector organisations.
Applications for permits will now be assessed by the Council.
Where can permit holders park?
If you are a permit holder you can park for up to three hours in residents', shared use and permit holder bays. If you use the permit you must display a parking disc known as a 'clock' to show what time you arrived.
How much does it cost?
Prices vary depending on the size of your engine and how green your vehicle is. The smaller your engine and the greener your vehicle the cheaper your permit will be.

Health and Social Care Vouchers
Organisations eligible for Health and Social Care permits can purchase Health and Social Care Vouchers. A pack of 10 vouchers, each allowing for three hours parking costs £26. You can park in residents, shared use and permit holder bays.
How do I apply for a permits and vouchers?
The council will assess all applications for permits and we will contact you if we need to. Please provide:
- A copy of your vehicle registration document (V5C)
- A letter from your organisation, with your line manager supporting the application
- Your job description to determine your eligibility and any supporting log books to illustrate your work
