Health and social care e-permits and vouchers explained
Health and social care e-permits and vouchers are available to staff working for organisations providing essential health and social care services to Hackney residents.
- applicants need to demonstrate that they spend at least 30% of their time on the road visiting the community, work in medical or social care and work for either:
- Homerton University Hospital
- City and Hackney Clinical Commissioning Group
- East London Foundation NHS Trust
- permits are e-permits, so there is no need to display them in your vehicle
- civil enforcement officers (parking wardens) can check your permit is valid using your vehicle registration mark
- you can check the status of your e-permit or manage changes via your parking account
- renewal reminders will be sent to e-permit holders 6 weeks before it’s due to expire
Council staff and private companies are not eligible.
Apply for a health and social care e-permit or voucher
- all applicants’ employment must relate to providing essential health and social care services to residents
- a health and social care e-permit or voucher enables the holder to park in any vacant on-street resident permit holder’s bay, shared use or general use permit bays for up to 3 hours within Hackney
- each permit can have up to 3 vehicles on it, but can only be used by one vehicle at a time. You can add the same vehicle to more than one permit
- the vehicle can be a passenger vehicle or a goods vehicle. The overall height must not exceed 2.27m (7′ 5″), the length must not exceed 5.25m (17′ 3″) and the unladen weight must not exceed 3,500kg (7,716lb)
- the Council reserve the right to withdraw or make changes to the voucher at any time without prior notice or reason
- health and social care permits or vouchers don’t guarantee a parking space

- you can’t provide documents on the prescribed list, or you submit fraudulent documents
- you knowingly make a false statement in order to obtain a parking permit or voucher
- payment is refused by your bank or credit card
- you have been found to have used permits or vouchers fraudulently

- a debit or credit card

What happens after you apply?
Once your application has been approved, your permit will become active from the date selected in your application and we’ll deliver your vouchers within 7 working days.
If your application isn’t successful, we’ll contact you to explain why or what you need to do to help us process it.

Terms and conditions
- when using a voucher it must be clearly displayed in the front passenger side of your windscreen, with its details clearly visible from outside of the vehicle permit or voucher
- it is your responsibility to display a valid. You must display your actual voucher, copies are not acceptable
- for each voucher, scratch out each section to show the day, date, month, arrival time and minutes. Please note that if you do not clearly and completely scratch out the relevant sections of the voucher, you may get a penalty charge notice
- both voucher and e-permit holders must ensure that their clock is displayed in the front passenger side of your windscreen, where the time of arrival can be clearly seen from outside of the vehicle
- when the 3 hours have expired the holder must remove the vehicle from the parking space and not return to the same road or part of road for at least one hour
- only one vehicle can be protected from enforcement at any time
- e-permit holders can manage vehicle protection via their customer account
- vehicles must be parked correctly within the markings of the bay or space
- the restricted hours will be located on sign plates adjacent to the bays
- the Council reserve the right to cancel or refuse to issue a health and social care parking e-permit if staff are abused or the e-permit have been obtained fraudulently
- health and social care e-permits and vouchers are provided to enable the holder to directly deliver medical or social care in Hackney residents’ homes. The e-permit or voucher cannot be used for other purposes such as attending meetings and must not be used solely for commuting to work
- health and social care e-permits and vouchers are not valid in suspended bays. This may result in a penalty charge notice being issued and your vehicle may be relocated or removed to the car pound. Please check the signs carefully for the times when the suspension is in operation
- health and social care permits and vouchers aren’t valid in housing estates, personalised permit bays (allocated to a single disabled driver that has passed a set criteria), pay and display only bays, business bays or doctors bays
- job description

- you may be asked to provide your vehicle log book if we cannot confirm its details automatically
- we do not replace lost, damaged or stolen health and social care vouchers
- permits cancelled before their start date will receive a full refund
- cancellations made on or after your permit’s start date will be refunded for each full calendar month remaining on the permit from the date we receive your cancellation request, minus a £24 refund administration charge
- permits with less than 3 months remaining will not receive a refund health and social care vouchers are not transferable and are not refundable
- you can apply for a change of vehicle registration via your Hackney Parking Account. There is no administration charge for changing your vehicle, but you may have to make an additional payment if your replacement vehicle is in a higher charging band. Online vehicle change requests takes effect from the next day (subject to approval)
- if you are moving within Hackney, you can change your address via your Hackney parking account. There is no administration charge for this change. An online address change request takes effect from the next day (subject to approval
- to change details by post, print and complete change of details application form (google doc) and return it to us
- you can temporarily exchange your e-permit to a courtesy car or short term lease vehicle. There is no administration charge for changing your vehicle, but you may have to make an additional payment if your replacement vehicle is in a higher charging band. Please note, subject to approval, any vehicle change request takes effect from the next day
- the Council considers fraud and attempted fraud to be an extremely serious matter and will not hesitate to take preventative, remedial or punitive actions against any person or organisation suspected of fraud or attempted fraud
- if your e-permit or voucher is cancelled because of fraud or misuse then you will not be eligible for a refund
- permits remain the property of the Council and we reserve the right to withdraw any e-permit without giving prior notice or reason, and your vehicle may be issued with a penalty charge notice or removed
- health and social care vouchers must not be resold. This is considered misuse and further vouchers will not be supplied to that person
- we will take preventative, remedial or punitive actions against any persons suspected of misusing vouchers or offering them for resale
Apply by post
Print, complete and return the following form(s) to us:
For a new application, include your supporting documents for proof of address.
Allow at least 10 working days for us to process your vouchers or new permit.
To renew your permit, use your renewal slip and allow at least 10 working days before your current permit expires to process your new permit.
We only accept a cheque or postal order, so don’t send cash by post.
