The 2003 Licensing Act Overview

The 2003 licensing act regulates licensed premises (for the consumption of alcohol) and is intended to provide greater freedom for the industry, as well as more choice for the consumer.

In accordance with the Act, Hackney has published a ‘Statement of Licensing Policy’, which includes the four main objectives outlined by the government paper:

  • Prevention of crime and disorder
  • Public safety
  • Prevention of public nuisance
  • Protection of children from harm

What is covered by the Policy?

The Policy covers all premises in Hackney where any of the following takes place:

  • Sale or supply of alcohol
  • Any regulated entertainment
  • Provision of late night refreshment
  • Supply of alcohol in qualifying clubs

The Council will be responsible for the determination of premises licences, club premises certificates, personal licences and temporary event notices.

For further information and guidance, please see the Alcohol page on the left.
