These permits are for doctors to park in doctors-only bays.
- permits are e-permits, so there is no need to display them in your vehicle
- civil enforcement officers (parking wardens) can check your permit is valid using your vehicle registration mark
- you can check the status of your e-permit or manage changes via your parking account
- renewal reminders will be sent to e-permit holders 6 weeks before it’s due to expire
Apply for a doctor’s e-permit
- you are only entitled to one e-permit per bay, even if you have more than one vehicle
- you must work for the NHS, or are contracted to the NHS to provide a GP service
- your permanent surgery address must be within the boundary of a Hackney parking zone and have no parking facilities
- you are regularly required to make emergency visits
- you must be the registered keeper of the vehicle
- your vehicle can be a passenger or a goods vehicle. The overall height must not exceed 2.27m (7’5”), the length must not exceed 5.25m (17’3”) and the unladen weight must not exceed 3,500kg (7,716lb)
- your vehicle must be registered with the DVLA at the address stated in this application, or you must be the authorised keeper of a company vehicle
- a doctor’s permit doesn’t guarantee a parking space

- your property was classed as car-free when it was granted planning permission under Section 106 Agreement
- your surgery has off street parking
- you will use this permit solely for the purpose of commuting to work
- you can’t provide documents on the prescribed list, or you submit fraudulent documents
- you knowingly make a false statement in order to obtain a parking permit
- payment is refused by your bank or credit card
- you have been found to have used permits fraudulently
- you have unpaid penalty charge notices and are registered as a persistent evader, you will be refused a permit until you have paid the fines in full
- you have any remaining charges for previous permits
- you want to use the permit for purposes other than the needs of the surgery
New homes and redevelopments in the borough are car free, meaning that you can’t buy a parking permit to park on the street.
To check if surgery is car free:
- attempt to apply for a doctor’s parking permit
- select your address
- select ‘continue to personal details’
If your surgery is car free you will receive a notification telling you that it is.
If you’re able to enter your personal details, your surgery is not car free and you can buy a permit.

- proof of your business corporate tax or VAT return and or your domestic rate bill. We’ll accept scanned copies or photos of supporting documents

What happens after you apply?
If you are entitled to a doctor’s e-permit and submit everything we need to approve your application, your e-permit will start on the date that you have selected in your application.
If your application isn’t successful, we’ll contact you to explain why, or what you need to do to help us process it.

Terms and conditions
- the permit is only valid for the vehicle registration number stipulated within the valid permit account and associated documentation
- the doctor’s permit is only valid in the dedicated bay specified
- a doctor’s permit does not guarantee a parking space
- vehicles must be parked correctly within the markings of the bay
- doctor’s e-permits are not valid for parking in disabled bays, personalised permit bays (allocated to a single disabled driver that has passed a set criteria)resident-only permit bays, business bays, shared use bays, permit holder only bays, pay and display bays, housing estates, car parks, private land or suspended bays or on yellow lines
- doctor’s e-permits are not valid in suspended bays. This may result in a penalty charge notice being issued and your vehicle may be relocated or removed to the car pound
- if the Council need to suspend a parking bay and your vehicle has been parked for an extended period of time, we may relocate your vehicle to a parking bay outside of the suspended area
You will need to submit one form of evidence from the list below to complete your application.
Scanned copies and clear photographs will be accepted:
- corporate tax or VAT return
- non-domestic rates bill
- permits cancelled before their start date will receive a full refund
- cancellations made on or after your permit start date will be refunded for each full calendar month remaining on the permit from the date we receive your cancellation request, minus a £24 refund administration charge
- permits with less than 3 months remaining will not receive a refund
- you can apply for a change of vehicle registration via your Hackney parking account. There is no administration charge for changing your vehicle, but you may have to make an additional payment if your replacement vehicle is in a higher charging band. Online vehicle change requests takes effect from the next day (subject to approval)
- if you are moving within Hackney, you can change your address via your Hackney parking account. There is no administration charge for this change. An online address change request takes effect from the next day (subject to approval)
- to change details by post, print and complete change of details application form (google doc) and return it to us
- you can temporarily exchange your e-permit to a courtesy car or short term lease vehicle. There is no administration charge for changing your vehicle, but you may have to make an additional payment if your replacement vehicle is in a higher charging band. Please note, subject to approval, any vehicle change request takes effect from the next day
- the Council considers fraud and attempted fraud to be an extremely serious matter and will not hesitate to take preventative, remedial or punitive actions against any person or organisation suspected of fraud or attempted fraud
- if your e-permit is cancelled because of fraud or misuse then you will not be eligible for a refund
- permits remain the property of the Council and we reserve the right to withdraw any permit without giving prior notice or reason, and your vehicle may be issued with a penalty charge notice or removed
- it is an offence under the Vehicle (Excise) Act 1962 (Section 7) to park or keep a mechanically propelled vehicle on a public road if the vehicle is unlicensed

Print and complete the doctor’s e-permit application form (google doc) and return it to us.
- for a new application, include your supporting documents for a doctor’s e-permit
- to renew your permit, allow at least 10 working days for us to process your permit
We only accept a cheque or postal order, so do not send cash by post.
